Alarm logic: Independent channel alarm, supports hysteresis and delay, does not participate in rack MPS protection tripping (MPS protection is handled by MPC4 card)

Front panel three color LED: power, operation, fault/channel alarm status indication
CMC16 does not have a network port, and network communication is output externally by the CPUM+IOCN module
